Criminal Identification Division - Philadelphia

Created by state law in 1854, the Philadelphia Police Department operated for its first 100 years under direct control of politicians. In 1948 a public investigation disclosed widespread corruption, particularly in the detective and vice bureaus, tied to illegal gambling. This resulted in the abolition of the corrupt Vice Squad.
